All-Way Stop Third Party Review: Pine Street & Girard Avenue Intersection

All-Way Stop Warrant E – Other Factors:
The MUTCD offers the following other factors to consider for the applicability of all-way stop control:
  A. The need to control left-turn conflicts,
  B. An intersection of two residential neighborhood collector (through) streets of similar design and
operating characteristic where all-way stop control would improve traffic operational characteristics of
  the intersection, or
  C. Where pedestrian and/or bicyclist movements support the installation of all-way stop control.

There is no evidence the above other factors are applicable to the study intersection and Warrant E is not
satisfied based on both this and Erie County’s analysis.

Section 2: Queue Analysis:
A SimTraffic queuing analysis was performed for a 60-minute study peak hour following a 15-minute network
seeding period. Peak-hour traffic demand was modeled using four 15-minute intervals to reflect variations in
traffic flow within the analysis hour. A minimum of 10 simulation runs with different randomized seeds were
completed, and the reported 95th-percentile queues represent the average results of the multiple simulation
runs. This queueing analysis was performed on the study intersection under existing conditions as well as
proposed all-way stop conditions. Under existing conditions, the 95 th percentile queues ranged from 60-80 feet
for the Girard Avenue approach. Under proposed conditions, queues ranged from 60-65 feet on the Girard
Avenue approach and 70-80 feet on the Pine Street approaches.

The results of queueing analysis highlight that, during peak hours of traffic, queues along the southbound
approach of Pine Street may impact the intersection of Lawrence Avenue. The intersection of Lawerence
Avenue and Pine Street is approximately 40 feet offset to the north from the intersection with Girard Avenue.

Refer to Appendix B for detailed SimTraffic queueing reports. The 95 th percentile queues are highlighted in
yellow for ease of review.

Section 3: Vehicle Turn Template Analysis:
B&L developed models of school bus and single unit truck turning templates to evaluate the geometry of the
study intersection under proposed all-way stop conditions. In specific, Transoft Solutions AutoTURN models, an
industry-standard vehicle sweep path analysis software, were developed to evaluate a school bus and a single
unit delivery truck. The results of this analysis are included within Appendix D. Review of the turning template
analysis presents two concerns related to implementing all-way stop control:

  1. Vehicles turning southbound onto Pine Street from Lawrence Street would not be able to complete their
turning movement prior to the Pine Street southbound approach stop bar. See figures T-1 through T-4
  in Appendix D.
