function as a small-scale travel center serving both the local community and motorists traveling along the Interstate I-90 corridor. The Applicant has submitted a circulation plan, showing a driveway onto Southwestern Boulevard located as far as possible from the intersection of Southwestern Boulevard and Big Tree Road, based on input from NYSDOT. The project and it’s uses generate what is known as pass-by taffic, meaning that vehicles are already traveling on a road adjacent to a business, and will stop as part of their existing journey, rather than generating new, separate trips. These customers, commonly seen at gas stations or convenience stores, do not create new traffic, but simply make a turn-in maneuver. The table below shows the estimated daily visits for the development, as well as the AM and PM peak trips. These visits were determined using the 8th Edition ITE Trip Generation Rates. The Applicant has also been in communication with the NYSDOT regarding driveway access. The Applicant has proposed driveways from Southwestern Blvd and Big Tree Road into the project site. Correspondence from the NYSDOT has highlighted that they are open to considering the two entrances but noted that since the project is a major commercial development, review and comment from several of their teams will be required. Information submitted and Analysis Circulation Plan, Planning Board Rezoning Report, ITE Trip Generation Analysis, FEAF Part 1 Conclusion: Based on the information provided above, the project is not anticipated to have a significant impact on transportation. 15. Impact on Noise, Odor, and Light The project will temporarily produce excess sound during construction, primarily between 7 am and 4 pm on weekdays (the project will need to follow Town noise ordinances). There will be outdoor lighting on the project site, and conditions of site plan approval will require the lighting to meet dark sky residential lighting standards as set forth by the Town of Hamburg. Parking lot lighting will be shielded and regulated by conditions of site plan approval. The fuel canopy component of the project will not produce adverse odors, and will have double‑wall tanks, leak detection technology, spill containment systems. 100
