RE: Intersection Improvement Project, Clark Street and McKinley Parkway
Proposal for Engineering and Construction Support Services
Watts Proposal No. 24-394 (Revision 1) – Additional Services

Dear Camie Jarrell:

Watts Architects & Engineers (Watts) is pleased to submit this proposal to provide the above-referenced service. Our proposal is
presented in the following sections: Background, Scope of Services, Compensation, Assumptions, and Schedule.

BACKGROUND

In 2025, the Town of Hamburg and Watts completed the subject project. Based on the final project payments, the Town has
remaining County ARPA funding and is considering using the balance to fund an extension of the sidewalk along McKinley
Parkway, as shown on the attached sketch. If the cost of the project exceeds the amount of the remaining ARPA funds, the
Town and the Agricultural Society will find a solution together for covering the overage. Given Watts’s involvement with the
original project, the Town contacted Watts for engineering services to develop bid-ready contract documents and provide
support during the construction phase.

The Town can award contracts based on quotes (minimum of 3) if the cost is under $35,000 (limit). Therefore, the Town would
like Watts to prepare the necessary drawings for the Town to solicit quotes from contractors. If the quotes come back below the
limit, Watts will not need to prepare a full bid package. In this case, the Town will award the construction contract to the bidder
with the lowest quote. If all quotes exceed the limit, then Watts will proceed with preparing documents for a formal bid process.

SCOPE OF SERVICES

Watts shall provide the following services:

  1. Conduct a topographic survey and prepare a base map of the project area
  2. Prepare contract drawings, details, and proposal book
  3. Prepare a construction cost estimate
  4. Provide the Town with a review set of the contract documents and address comments prior to bidding
  5. Provide a PDF of the bid-ready contract documents for the Town's use (i.e., the contract deliverable)
  6. Assist the Town with contacting prospective bidders
  7. Respond to questions from prospective bidders
  8. Review the bids received, verify the bid tabulations, and identify any errors
  9. Respond to Requests for Information during the construction phase

COMPENSATION

We propose a Lump Sum fee of $8,600.00.

If Watts does not need to prepare a full bid package, the fee for the services is a Lump Sum of $7,500.00
