BUFFALO, NEW YORK T: (716) 821-1650 2390 Clinton Street [email protected] Buffalo, New York 14227-1735 April 1, 2026 Mr. Ian Shavitz Lippes Mathias 50 Fountain Plaza, Suite 1700 Buffalo, New York 14202 RE: Phase 1B Archaeological Field Investigation for the Proposed Idlewood Subdivision Water District Formation, Town of Hamburg, Erie County, New York; 25PR04922 Dear Ian, The Buffalo Office of Chronicle Heritage (PaleoWest, LLC d/b/a Chronicle Heritage) is pleased to submit a cost and technical proposal to conduct a Phase 1B Archaeological Field Investigation for the proposed Idlewood Subdivision Water District Formation, Town of Hamburg, Erie County, New York. The project involves the abandonment of the existing system and installation of approximately 1,600 linear feet of 8-inch PVC water main and three fire hydrants along West Arnold loop road. At the request of Lippes Mathias Attorneys at Law, Chronicle Heritage completed a Phase 1A cultural Resources Investigation of the Area of Potential Effect (APE) associated with the proposed Idlewood Subdivision Water District Formation project. The results of the investigation indicate that the APE is in an archaeologically sensitive area. A known Indigenous American archaeological site sites within the APE, while another is less than 100 meters to the North. The proximity to known sites and low levels of soil disturbance indicate the APE has an elevated potential for containing archaeological deposits. On this basis, Chronicle Heritage recommended a Phase 1B archaeological investigation be conducted to determine if such deposits are present in the project area. The New York State Historic Preservation Office (NYSHPO) has confirmed agreement with Chronicle Heritage’s recommendations. At the request of Lippes Mathias, we are providing a Scope of Work (SOW) and cost estimate to complete a Phase 1B Archaeological Field Investigation of the APE. Please contact me if you have any questions or would like to discuss any of the enclosed information in more detail. Sincerely, CHRONICLE HERITAGE Erin Linn, M.A. | Office Principal 91
