28 Town of Aurora

 Land Utilization by Zoning District

To determine how effective the Town’s zoning regulations are at producing the desired land uses within
each zoning district, an analysis was conducted to determine what types of land uses fall within each zoning
district and how frequently they occur.

Based on the analysis of land use distribution, it is not surprising that single-family residential is the most
common land use across nearly all zoning districts, even for residential zoning districts whose intentions
are to allow higher density residential uses. For instance, the R-2 zoning district was established to allow
for single-family and two-family housing, however, two-family housing only makes up 2.6% of all residential
land uses in the district. Similarly, the R-3 district is intended to allow multi-family housing, however, only
7.1% of housing types in the district are multi-family and an additional 7.1% are two-family homes.

Another misalignment between the Town’s zoning districts and land use distribution is within their C-3
district. The purpose of the zoning district is to provide areas in the Town where businesses, medium-sized
retail, and industrial and manufacturing facilities may be located. However, 0% of the land uses within the
district are considered industrial land uses. Most businesses within this district include “Other storage,
 warehouse and distribution facilities”.
