HAMBURG SIA DISTRICT ZONING 14

distances, accident data and Levels of Service (LOS) of all intersections and streets
within the project impact area and including any intersection projected to be adversely
affected by the project over the No Build condition.
  b) Projected traffic conditions: Projected traffic conditions for the design year of
occupancy, including a statement of the design year of occupancy, estimated
background traffic growth on an annual average basis, and impacts of other proposed
developments that have been approved in whole or in part by the Town of Hamburg or
an abutting municipality which will affect future traffic conditions.
  c) Projected impact of proposed project: Projected peak hour and daily traffic generated
by the project on the roads and ways in the project impact area, sight lines at the
intersections of the proposed driveways and streets, existing and proposed traffic
controls in the vicinity of the proposed Development Project, and projected post-
development traffic volumes and Levels of Service (LOS) of intersections and roads likely
to be affected by the proposed project.
  d) Traffic circulation plan: Development in the SIA is expected to create a number of new
roadways (which may be public rights-of-way or privately owned roads that function in a
similar manner). The circulation plan must provide designs for both circulation within
the SIA, as well as how and where these roadways will connect to existing right-of-way.
As such, the plan shall also discuss means for coordination with relevant stakeholder
agencies, such as NY Department of Transportation.
  e) Traffic mitigation measures: Specific measures to be undertaken by the Applicant in
order to mitigate the impacts of the proposed project. Mitigation measures may include
both on-site and off-site measures. Measures may include but are not limited to
intersection improvements, shuttle options, bicycle and pedestrian infrastructure, and
other means to both accommodate vehicular traffic and promote multiple
transportation options. The proposed mitigation measures, if approved, shall be
required to be completed prior to the issuance of a final certificate of occupancy for the
  project component.
  f) Gameday and special events: The transportation study must include an analysis of traffic
impacts related to events at the Buffalo Bills Stadium, including but not limited to
  Buffalo Bills games.
  C. Project Phasing.
  1) At the request of the Applicant phasing of the project shall be permitted with Town Board
approval, provided that the submission shows the full build-out of the Project and all
associated impacts as of the completion of the final phase. Any off-site mitigation
requirements shall be structured in phases to coordinate with the project buildout and must
be completed prior to construction of that phase of work.
  2) Phased projects will have time frames set at the time of approvals. If the time frames set for
the construction of these phases are exceed, the applicant must return to the Town Board
  to update the plan.
