Engineer’s Report December 2025 Fire protection for the proposed building will be provided by the existing hydrant in front of 270 Quaker Road approximately 250± feet northeast of the proposed building. The distance from the hydrant to the most remote portion of the proposed building (southwest corner) is approximately 475± feet. This exceeds the maximum distance of 400-feet per §507.5 Fire Hydrant Systems within the New York State Fire Code 2025. The Owner is currently seeking a variance from this code requirement through the NYS Department of State. 3. Hydraulic Analysis Hydraulic modeling of the existing water distribution system and proposed water service was conducted using the Bentley product WaterCAD to determine if the system is capable of sufficiently supplying the site with adequate pressures under the various design flows. The model was calibrated to match the results of a hydrant flow test (dated June 17 th 2019) performed by the Erie County Water Authority on the existing fire hydrant (residual) in front of 431 Quaker Road approximately 850-feet west of the project site and the existing fire hydrant (flow) in front of 25 Jewett Holmwood Road approximately 1,300-feet west of the project site. The results of their test are included in Appendix B and are summarized as follows: the main has a static pressure of 81 psi and 64 psi residual at the flow rate of 1,113 gpm during the hydrant flow test, with a flow of 2,219 gpm at the minimum required residual pressure of 20 psi. A water analysis was performed using this flow test data, the various flow scenarios concluded that there is sufficient pressure and flow available for the proposed development. The results of the critical nodes within the model are displayed below: Distribution System Water Service Residual Scenario Residual Pressure at Pressure at J-4 Ex. Hyd. (270 Quaker Rd) Maximum Demand 77 81 Max. Demand with Fire Flow 54 56 The required water distribution system design pressures per Section 8.2.1 of the “Recommended Standards for Waterworks, 2018 Edition” are as follows: 1. Minimum normal operation pressure: 35 psi 2. Maximum normal operation pressure: 80 psi 3. Minimum pressure in main under fire flow: 20 psi As shown in the previous table, the system as modeled meets these requirements. A full print out for the hydraulic model under various scenarios including tables and an exhibit map can be found in Appendix B. Greenman-Pedersen, Inc. GPI No. WNY-2500056.00 Page 5
